Who can buy the Japan Rail Pass? ジャパンレイルパスの利用者条件について

With the numerous monetary and convenience benefits the Japan Rail Pass provides to users, many look to purchase one for their trip to Japan. However, did you know that the Japan Rail Pass isn’t available to just anyone? We’ll go into more detail about the qualifications needed to purchase certain rail passes in Japan.

In regards to eligibility, the National Rail Pass is able to be purchased solely by non-resident, overseas travelers to Japan who are in the country with a tourist visa. This means that non-Japanese nationals who are in the country with longer-term visas (such as those with student, working, or working holiday visas), CANNOT purchase the Japan Rail Pass. 

This also applies to Japanese nationals who reside overseas. Essentially, anyone with a Japanese Passport, unfortunately, CANNOT purchase or use a Japan Rail Pass. However, this is one exception to this rule: Japanese Nationals who have been permanently living outside of Japan (永住権) and have done so for at least 10 years are eligible to purchase and use the Japan Rail Pass.
